I would like to use Code Complete not with the UI but just for the data access layer, how would I go about doing that ? Can I even do that ?

Yes you can. The first screen in the Solution wizard allows you to choose a solution type. You can choose to create a Data Layer type. This will generate only the data access code. Choosing the Business Layer type will generate a business layer and a data layer.
