Just in case you are unaware.

There are no references set (at all) when creating a CodeComplete project. Even the CodeComplete and CSLA references are missing.

Sorry for being so vague.

Yes, page 2 of the Solution Wizard has no default references but they can be added manually.

The actual solution contains references to System assemblies only.

The Solution.log Shows errors "Failed to add reference..." for CSLA and Code Complete. The log also contains errors for references to ProjectTracker stuff and this is strange since I am using my own database and did not use the sample database.
